Lt Governor unveils comprehensive policy & guidelines for establishment of Cattle Feed Processing Units, Fodder Development in J&K

Srinagar : Lieutenant Governor, Girish Chandra Murmu today unveiled a comprehensive policy and guidelines for establishment of Cattle Feed Processing Units and Fodder Development in the Union Territory of Jammu and Kashmir.The guidelines specify incentives and subsidy that will be available for establishment of Cattle Feed Processing Units and Fodder Development.Complimenting the Animal & Sheep Husbandry Department for bringing out this comprehensive policy, the Lt Governor underscored the need of a vibrant Cattle Feed Processing Unit as well as Fodder Development Industry which is a basic requirement for flourishing dairy and dairy products industry.He observed that the strong package of incentives and subsidy available under this scheme will enthuse many entrepreneurs to setup cattle feed processing units across the UT.Giving details of the scheme, Sh. Navin K. Choudhary, Principal Secretary to the Government, Animal & Sheep Husbandry Department informed that the incentives and subsidy will be available for establishment of Commercial Cattle Feed Plant, Nano-Small Cattle Feed Plant, Silage Making Unit, Fodder Block Making Unit, Feed Block Making Unit, Mini Tractors to dairy farmers, Fodder Harvesters, Chaff Cutters as well as Bore Wells for the Units.

In all eligible components, 50% subsidy will be provided subject to specified ceiling under various Heads.Any individual or group of individuals, Dairy Farmers, Milk Processing Unit Holders, Milk Federations, Self Help Groups, Dairy Cooperative Societies, and Farmers Producers Organisations can avail of the benefits of the Scheme. However, efforts will be made to cover a minimum 20% SCT/ST and 10% women beneficiaries under the scheme, he added.The beneficiaries will be free to purchase equipments of their choice from any registered company or authorized dealers or manufacturer within or outside J&K in accordance with minimum standard Government approved specifications.  Further, the case of incentives will be decided within 30 days after required documentations. Release of subsidy will be only through DBT, it was informed.Sh. Choudhary further informed that the Lt Governor has repeatedly given importance to a robust rural economy based on agriculture and allied sectors.  This policy is another step to fulfil the directions of the Lt Governor to facilitate rapid growth of dairy and dairy based sector by way of production of key inputs like fodder within the territory of J&K.

I&C Deptt to establish 37 Industrial Estates across J&K

The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, G C Murmu, approved transfer of State land measuring 9654 Kanal 01 Marla in favour of Industries and Commerce Department for establishing Industrial Estates at 37 identified locations in the Union Territory of Jammu and Kashmir.Consequently, the identified areas where the new Industrial Estates are being proposed to be established, will witness a boost in the local economy, generation of employment opportunities and overall development of the area.

Mission Mode Project on registration of Building & Other Construction Workers

The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, G C Murmu, approved Labour & Employment Department’s Mission Mode Project (MMP) for registration of Building & Other Construction (BOC) Workers. The registration process will be completed by 31st October, 2020.The Mission Mode Project eases out the registration process by doing away with the physical presence of workers for registration and renewals by using latest technology for online registration through web portal / mobile app, call centre , toll free helpline numbers and help desks.Consequent upon registration/renewal, the benefits under the Building & Other Construction Workers, Act, 1996 will be extended to the workers in terms of universal social security and welfare schemes by optimally utilizing cess fund.MMP will also include profiling of all workers who returned to Jammu & Kashmir during the lockdown, for skill mapping to ensure their gainful employment through local jobs.The registration under MMP will be carried out by Assistant Labour Commissioners under the supervision of District Development Commissioners of concerned districts who have been appointed as District Nodal Officers for the purpose.

AC reviews progress of Ujh and Shahpur Kandi Multipurpose Projects

The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, G C Murmu, reviewed the progress of two prestigious multipurpose projects-Ujh and Shahpur Kandi Dam.While reviewing the progress on Rs 9167.00 crore Ujh Multipurpose Project, it was mentioned that several mandatory clearances from various agencies have been obtained including Power Grid Corporation of India Limited, Public Works Department, Power Development Department, Irrigation & Flood Control Department, Geology & Mining Department, Jal Shakti Department, Tourism Department and Fisheries Department. Besides, the Central Wildlife Board has also accorded clearance to the project.The Administrative Council directed the Jal Shakti Department to pursue obtaining of pending clearances viz, Forest Clearance, Environment Impact Assessment, Defence Clearance and Clearance from Ministry of Tribal Affairs by 31st August, 2020.Regarding the progress on Shahpur Kandi Dam Project, it was directed that the department will ensure completion of land acquisition process in addition to obtaining forest clearance by 31st August, 2020. It was also decided that the coordination issues between all the stakeholders viz, Governments of India-Punjab-J&K, be timely resolved through regular meetings of the Tripartite Monitoring Team.
